A jury ruled this to be so and the Federal Judge codified it. The quote in question is from a man name jerome heinemann who was expelled from the Reform Party and his little group consists of about 6 to 10 people who are calling themselves Reform party Action Group. The Federal Judge's Order gave them no recognition.
