If a presidential candidate is running for office and talking about energy independence, one would think that he's promising to do something about it later, when he's in office. Politicians make laws and enact policy. Both of those things are what you'd call mandates. Unless the president is specifically promising to use his own money to start a chain of biodiesel filling stations, you can bet that the energy independence he's promising is government mandated.</description>
