					<description>I'm no fan of SSA or its tax-to-work implementation, but as a mental exercise, what would the impacts be on the SS system and the economy as a whole be if the cap were flipped?  I mean, have the SS W/H kick in at the 98K level instead of ending at it?

Personally, I favor a 12-step phaseout myself, but the question I ask could shed some light on the real funding issues.</description>

But have faith - President Obama will bring us together with a solution that incorporates Democratic, Republican, and Libertarian viewpoints.  I'm certain that a Cato expert on this issue will be prominent on the study commission Obama appoints.</description>
