It appears Bob Barr will appear on the Pennsylvania ballot, while Chuck Baldwin will not.
The Barr campaign notes that the McCain organization in Pennsylvania tried to use tactics against the Libertarian Party that John McCain called “Stalinist politics” when George W. Bush used the same tactics against McCain in New York during the 2000 campaign.
