Barring the Door to Platform Changes

The proposed bylaw changes will include changes making it more difficult for a change in party control to lead to changes in the platform, for example, changes reverting the platform to its form before the prior takeover.

There is a process for deleting planks. Delegates cast votes for platform planks to be deleted. If a plank received enough votes, the deletion process advances. There are a large number of planks. Delegates can vote to delete only a few of them. The change reduced the number of votes a delegate may cast, from five to three, making it more difficult to accumulate enough votes for the deletion of any plank. The change reads

The Credentials Committee shall issue (OLD: five) (NEW: three) signature tokens to each delegate.

    When the membership took over the NRA, one of the first things the insurgents did was make changes to the bylaws to prevent any future group from taking over like they did.

    It’s an admission that the group is not able to maintain control without changing the rules in their favor.

    Predictable.
