I won’t go to IPR to talk about their enforcement because that makes no sense if one doesn’t go there to begin with because of one particularly abusive regular commenter.
I mentioned in one of my comments that it was possible that the fact that I have a static IP address that can be traced back to me might be a factor in why I am not moderated other than having to answer the CAPTCHA.
I have no direct knowledge of who else may or may not be moderated, but replies do appear to post very quickly at times. And of course, if there are quiet periods, there is no way of knowing if it is moderation or just that people are not commenting.
It is very difficult to correctly detect existence of a VPN from the server side. There are ways, but they are not fool proof. And of course the companies that sell VPNs are always working on ways to prevent detection.
I have roughly a dozen VPNs active within my network at any given time of day. So if I really wanted to, I could direct my traffic going to sites like Third-party watch or IPR so that it came up as appearing just about anywhere in the country. But I don’t.
If someone wants to find you, a VPN is not going to hide you for long.
Is it true as Stewart Flood suggests that IPR is not moderated? I have a VPN on all the time and sometimes my comments do not appear immediately. I believe my arithmetic skills are okay.
VPNs are apparently a special case in which there is moderation.

May I please suggest that everyone discussing IPR, its rules and the enforcement or lack thereof please take it over there? Since the two sites have different rules and different day to day management, wouldn’t it make more sense to discuss each sites rules and enforcement on that site and not the other? I recognize the hypocrisy of this comment and, if it’s approved, I won’t respond to any follow ups – and hopefully there won’t be any.
