This other group, calling themselves Libertarian Party of New Hampshire, appears to have sent an affiliation application to the LNC on August 11. The application went to a few LNC members. Other members were allegedly not informed until Regional Representative Alfa Shaw revealed what was happening. We will report in more detail once we can obtain a postable copy of their application letter and attachments.
We have the reported text of their application letter:

Subject: New Hampshire Affiliate Petition
Dear Libertarian Party Officials,
I am writing to formally request to create a new state affiliate of the Libertarian Party of New Hampshire.
I am attaching documents which align with the requirements of the LP national set of bylaws for a new state affiliate. [Editor: The attached documents are the petition and a set of bylaws.]
